Certified Unified Program Agencies (CUPA)
The Enforcement and Emergency Response Program (EERP) administers the technical implementation of the state's Unified Program--a consolidation of six environmental programs at the local level, and conducts triennial reviews of Unified Program agencies to ensure their programs are consistent statewide, conform to standards, and deliver quality environmental protection at the local level. CUPA Liaison Hotline: SOEB recognizes the need for technical assistance from DTSC in a timely and predictable fashion, and wishes to minimize the disruption any future reorganization may cause. The State Oversight and Enforcement Branch/EERP has established a toll-free number for all CUPAs to use in order to reach an SOEB liaison. TRANSPORTATION OF HAZARDOUS MATERIALS (DOT): Stay current with the Department of Transportation (DOT) laws and regulations requirements for shippers, carriers and receivers of hazardous materials. Our one-day course will teach you proper handling of hazardous materials, labeling, placarding, shipping papers, manifesting hazardous wastes and responding to emergencies. Videos and hands-on exercises are given to ensure students have comprehended important points of the class. Date: July 17, 2008 READY AMERICA –BUSINESS CONTINUITY: This Class teaches businesses how to get back on their feet after a terrorist incident or natural disaster. Though each situation is unique, any organization can be better prepared if it plans carefully, puts emergency procedures in place and practices for all kinds of emergencies Date: July 24, 2008 40 HR HAZWOPER: HAZ-W-OP-E-R (HAZARDOUS Waste Operations and Emergency Response) is an OSHA requirement for anyone who is working at a hazardous waste site. The 40-hour class is required for people who work with hazardous materials on a day-to-day basis. Those who are likely to have less exposure, such as supervisors, can take just a 24-hour class. The 8-hour class is the annual refresher required by people who have taken either the 40-hour or 24-hour class. Date: August 1, 8, 15 and 22nd, 2008 (4 Fridays) CAL-OSHA MANAGEMENT AND AUDITS/IIPP: Fines Imposed by OSHA are costly! This course covers the proper procedures to follow in order to be ready for an OSHA audit. Management procedures are emphasized, including OSHA log 300 and how to audit your company’s Injury and Illness Prevention Program (IIPP) Date: August 13, 2008 8 HR HAZWOPER REFRESHER (See 40 Hr Hazwoper): HAZARDOUS MATERIALS DISCLOSURE/CUPA: Does your company handle hazardous materials in quantities of 55 gallons for a liquid, 500lbs for a solid or 200 cubic feet for a compressed gas? Do you handle carcinogens or extremely hazardous substances? If you meet any of these criteria you are required to submit a hazardous material inventory and a business plan to your local CUPA (Certified Unified Program Agency). Date: September 10, 2008 HAZARDOUS WASTE MANAGEMENT IN CALIFORNIA: The course will cover the following topics: Waste identification; hazardous waste generator standards; container and tank standards; preparedness, prevention and training plans; transportation; onsite treatment; recycling in California; universal waste rule standards; pollution prevention and best environmental practices: Senate Bill 14 (SB 14) ; and basic hazardous waste inspection. Date: September 15, 2008 STORM WATER POLLUTION PREVENTION PLANS: If you are an industrial facility and your Standard Industrial Classification (SIC) code designates you as a potential polluter, then come and receive up-to– date information on Storm Water Permits and regulations. You will learn three essential requirements of this permit: Cleanliness, Storm Water pollution Prevention Plan and Monitoring. Each attendee will receive a free floppy disc with the storm water Pollution Prevention Plan template. Date: September 25, 2008 Date: October 7, 2008 REGULATORY REQUIREMENTS & POLLUTION PREVENTION FOR AUTO-BODY & PAINT SHOPS: Participants will learn how to minimize paint wastes which will help reduce air emissions, wastewater discharges and hazardous waste generation. In addition, adopting these “Best Management Practices” (BMPs) will reduce operational costs and improve compliance with environmental regulations. Date: October 14, 2008 PCB WASTE MANAGEMENT IN CALIFORNIA: This course illustrates PCB waste and PCB-contaminated equipment that are subject to California and federal regulations. It includes graphics and photos from regulatory PCB site visits and inspections, and photos of typical PCB waste streams. Date: October 23, 2008 REGULATIONS & POLLUTION PREVENTION FOR METAL FINISHING/PLATING INDUSTRY: Topics include: Common hazardous wastes in metal finishing; hazardous waste generator standards; onsite treatment and onsite recycling; problems, issues, concerns; pollution prevention (P2) opportunities; P2 incentives, practical tools and resources. Date: November 5, 2008 UNIVERSAL AND ELECTRONIC WASTES: Do you know the Department of Toxic Substances Control latest regulations? Attend this seminar and learn how your company can stay in compliance. Learn an overview of universal waste standards in California and managing electronic wastes; used mercury-containing materials; used aerosol cans; spent batteries and other universal wastes.
